An analytic treatment of the economics of the public sector with an emphasis on equity and efficiency as criteria for public decision making. Public choice theory. Expenditure theory, public goods, externalities, and public provision of private goods. Theory of taxation, tax incidence and tax neutrality. Principles of fiscal policy, economic stabilization, government borrowing, federal-provincial fiscal relationships. Issues in Canadian public policy.
