Role of infrastructure and other public investments (health, education, etc.), in the economy in general. Methods of evaluating the costs and benefits of public sector projects and programs. Determining the prices of private and public goods. Measurement of externalities and consideration of distributional effects. Present value, private and social rate of return, measures of social welfare. The Pareto criterion.
