The objective of this course is to critically review the principles underpinning Cabinet secrecy from a political, legal and theoretical perspective. The course will be offered in a bilingual format, half of the classes will be taught in English and the other half in French. The PowerPoint slides will be available in both official languages. Students are free to intervene in class, do their oral presentation and write their research paper in the official language of their choice (subject to academic regulations).
